I think Microsoft Defender has doing something in the back ground's SmartScreen during the download. I observed that it took a long time and it was hanging up during the download on Chrome which is unusual as there is no issue on Chrome's downloads as hesitating I have experienced so far. Let me get this clear that the download was successful with the Google Chrome browser (That is where that 2nd and 3rd green window reporting is coming from.) and placed the download file in my downloads folder.
